By the 1990s, the public health and economic tolls of smoking were clear. Although cigarette use was on the decline, one in four U.S. adults continued to smoke. Also concerning was the trend among youth. Between 1991 and 1995, youth smoking prevalence increased more than
seven percentage points from 28 percent to 35 percent.
